Monroe started life as a Mormon settlement named South Bend in 1863-1864. The name was soon changed to Alma after a Book of Mormon prophet. Due to uprisings by Native Americans who were suffering from food shortages after the settlers moved onto their traditional hunting grounds, the new settlement had to be abandoned in 1867. The site was resettled in 1871 and obtained a US Post Office with the name Monroe after the US President.

There are two natural hot springs in the area with water temperature of 168 degrees and a high mineral content. The minerals have formed large mounds of colorful travertine at these locations and the springs have been commercialized as Mystic Hot Springs.
