An impressive, "modern" building when constructed, it still serves the community well to this day.

The FEDERAL BUILDING, at 4th St. and Grand Ave., a modern three-story, block-like structure of granite and limestone, might well be the answer to the prayer of the mayor who wanted to banish the old Council House to a farm site. Its cost, $350,000, suggests its size but not the effectiveness of its tall, square-pillared facade or the beauty of the interior where the Federal District Court meets and the city post office is housed. This stone three-story building is still actively used. The Post Office is located on the ground floor, with the upper floors housing and U.S. Bankruptcy and other federal courts and offices.
The building faces south. The facade has five distinct bays. The outer two have tall two-story fixed window units covered with decorative metal design work. The bays on the inner side of these each have three sets of windows a full two stories high, with multi-panes. These windows are recessed to form dividing pillars. The center bay has multi-paned windows on the second level, with three sets of double doors (metal framed with glass), leading into the first floor lobby. Each set of doors has a large, fixed transom above. A wide five-step stairway leads to the entrances.
The third level is recessed on all sides of the building. It may just be me, but the wording of the American Guide entry from 1941 seems cryptic and I'm not certain I understand what is being said about this building.
