The fish in this painting appears similar to other carp that are painted on many other utility boxes all over San Diego, so perhaps it's by the same artist, though this painting isn't signed.

Look at the unique shape of the rays coming from the sun shining above the fish. They are copied from the national flag of the Philippines, which you can read about at the Flags of the World website (http://www.crwflags.com/fotw/flags/ph.html). This neighborhood, Mira Mesa, is one of several parts of San Diego in which many Filipino and Filipino-American people live; there is a big Filipino food store (Seafood City) and several restaurants and snack bars serving tasty old-country goodies. There is an annual Filipino cultural festival and parade that takes place along this street, and at the weekly Tuesday afternoon farmers' market next to the nearby high school you can find many exotic herbs and vegetables and other products (duck's eggs, etc.) that don't show up in most grocery stores.

So this artwork is very appropriate for its location. In fact, as I was taking the pictures, students were walking home from the high school, many of whom were of Filipino ethnicity (and Vietnamese, and Anglo, and Hispanic -- it's a very diverse neighborhood, very San Diego!) In fact, some of those students might be utility-box artists themselves; the high school's art department is very active in this project.
