These two adjacent centennial markers appear to be or to have been space capsules...but, there is no information avaialable at the site to support that supposition.
One marker reads:
"HERITAGE SQUARE
MARKED ON THE HONOR OF
NATIONAL CITY CENTENNIAL
BY
SAN MIGUEL CHAPTER NSDAR
1987"

and the second reads:

"CITY OF
NATIONAL CITY
CENTENNIAL
1887-1987"
