The tower is all that is left of the former manor house of Sir Richard Combe. The tower bears the arms of Sir Richard below the window, however erosion has now rendered them illegible. Built around 1595, the manor house was finally demolished around 1790, leaving the tower behind. Today the tower is used as the entrance to a walled garden.

Local legend has it that the tower was given the name Charter in honour of Henry VIII, who granted a Market Charter to the town in 1539, and is reputed to have stayed at this site. There is doubt, however, that Henry VIII actually stayed here.
