This is the boat ramp off Hwy 21 to the flowage between the Petenwell Dam and Castle Rock Lake.

Even in mid-winter this stretch of water is open. These photos were taken in January and note the open water. While I was there doing a Geocache about half an hour there were two boats launched and three others removed from the water. I thought it was a very active spot.
