This Peace Corps Fountain is in Nancy Boyd park in Martinez California. It was placed by the city of Martinez to honor Peace Corps volunteers who have died while serving their country. Nancy Boyd was one such volunteer who died while serving in the Philippines in 1963, and portions of the fountain are from the people of the Philippines.

The fountain may at one time have featured running water - it does say it's a fountain after all - but there is no longer any water and the area around the globe is filled with tanbark.
