The Cotswold Project was drafted by a private foundation and later turned over to the City of Houston. The project was started in 1998 to revitalize the deteriorating downtown. Improvements included water features and public amenities such as parks, art, bike racks, and much needed parking.
All these new proposals were not welcomed without disapproval. Most notably the Metro Authority. Many businesses were not informed of the details and duration of the project.
Unfortunately, I have found limited and conflicting information on the names and if any resemblance of the fountains. So far I have visited and photographed 13 locations with 2 locations that have separate fountains, but similar features and characteristics.
