In 1910 the Blair Corporation started in Warren, Pennsylvania as The New Process Company. The company's major product was a raincoat with a layer of rubber sandwiched between an inner and outer cloth (the "new process"). Over the years the company expanded its product lines to include a full line of clothes. In 1989 the company's name was changed from New Process Company to Blair Corporation.

This town clock still stands as a symbol of the importance Blair has had on Warren. The business remains one of the largest employers in the county and its headquarters and business operations consume a block of the downtown area. This clock is located on the sidewalk at one corner of that block.
