The handle and piston are missing. All that remains is the pump barrel. Over the years this has filled with gravel. Bolam lake is an artificial body of water created in 1818 by architect John Dobson.
The pump has a distinctive lion motif, as used by Evans pumps.

There are three official pay and display car parks and yellow no waiting lines all around the outside of Bolam Lake Country Park. Choose the parking nearest the pump or linger on the road.
