This fountain is under a canopy at Reid Park's Cancer Survivor's Plaza. There are thousands of colorful tiles surrounding the fountain, which is part of the sculpture just south of it.
The fountain itself consists of several different shaped water dividers. The most inner one is a circle, about 4 ft. in diameter, with a semi-circular divider outside of that. Colorful tiles line some of these dividers. The canopy over it is very large, with multiple columns along the plaza to support the covering.
