A large rock was placed on another rock which became the "stand" for the plaque. The plaque was placed in this location by the Angus Horticultural Society after they adopted this land when the road was reconstructed. Merchants and citizens helped purchase the trees, shrubs, and flowers. A flagpole was erected and benches were installed. The Horticultural Society maintains the gardens.
