Trail BC is located in the Kootenay region of British Columbia. The city was built up a moderately steep hillside along the Columbia River. They created these stairways to be the 'sidewalks' for the citizens. They are covered with a roof because the area receives 80 to 90 inches of snow annually and the roof saves work for the city works staff. The stairs are constructed of wood, as this set are, but also stone and concrete was used for other sets. Other stairs range in length from 20 to one set having over 240 steps with landings.
