This sculpture is an Indian warrior on a horse attacking a grizzly bear. The warrior has a spear raised in his proper right hand. The sculpture is on the left of the West pediment of the capitol building.

From the Smithsonian Remarks:

The sculpture is a replica of the original sculpture created by Pietro Mezzara in 1873. The original sculpture was removed in 1948 during construction of the annex and is either destroyed or lost. The replacement sculpture was fabricated by Spero Anargyros and cast by Western Art Stone in 1981. Raymond Girvigian served as a restoration consultant. The sculpture represents the erosion of primitive life in California and is one of four pieces recreated by the artist, as part of Capital restoration project.

It's difficult to get many views of the sculpture, because of it's height above ground.
