From the inventory: "[The] Sculpture is on top of U.S. Customs House facing east. Two neoclassical female figures flank a central oval medallion with stars and stripes. Figure on proper left holds a staff with two snakes coiled around it in her proper left arm. Figure on proper right holds a two-handled vase in her proper right arm. Both figures are looking down and are wearing long, classical-style tunics. Figure on proper right has her proper left arm resting on the center medallion and her proper left leg extended."

The custom house broke ground in 1906, but due to the earthquake and the shortage of labor, it was not completed until 1911. The building is currently on the NRHP.
