This mailbox is located at the gate of Ice Harbor Dam. I believe this is supposed to be a 3d replica of the Corp of Engineers symbol which is a fort.

Ice Harbor Dam is located on the Snake River in Washington state and forms Lake Sacajawa. It is the last dam on the river before it empties into the Columbia river. There are several great parks along the lake behind the dam.
