We spotted this plaque by chance and inspected it; it reads:

'FESTIVAL OF BRITAIN 1951
THESE TREES WERE PLANTED IN RECOGNITION OF THE SERVICES TO BEDFORDSHIRE OF ALDERMAN C.H. GARDNER, J.P.'

The trees must be those in the hedgerow along this stretch of road.
