Just across the street from here, at Weber Point once stood the house of Stockton's founding father, Captain Charles M Weber. From here, overlooking the waterfront, Weber directed the first survey of the city in 1849, leading to a master plan that dedicated space for numerous parks, churches, schools, cemeteries and civic buildings that still exist today and make Stockton the first planned community in California. It was the first town in California following a right-angled grid pattern and this huge compass rose downtown is a homage to Weber's plans.

The rose is located in Dean Decarli Waterfront Square, a small downtown park, named after Dean Decarli, a former Stockton Major who is also called the "Father of Development in Stockton." It was dedicated in 2001 as part of a large project to revitalize the downtown area.
