From internet research it looks like the bridge is on an "inactive" section of the Western Maryland Railway (http://www.wmwestsub.com/). It leads the rail onto the "Bevan bend" of the Potomac. The rail crosses the river again and enters into the abandoned Kesler Tunnel (http://www.wmwestsub.com/kesslertunnel.htm).
