The plaque states that a contribution was awarded to the project from Lancaster City Council, under their "Million for the Millennium" scheme.
The clock seems to be a refurbishment of an older one. It is sited in a nicely gardened seating area opposite the village Post Office. The perfect place to sit and lick those stamps.
