The building was completed in 1914 and cost about $2 milion. The building's design resulted from a national competition. It is clad in white granite and terra cotta. There are three set-back sections: a 3-story podium, a 10-story office tower, and a 2-story base supporting a 91 ft. ornamental clocktower donated by onetime mayor Dr. Samuel Merritt. The building was placed on the NRHP in 1983.
