The Library was built and furnished with a combination of public and private monies.
The People’s Education Plan of the City of Johnson City contributed $4,000,000; the
Washington County Commission contributed $750,000; and the City of Johnson City
paid the remainder. The Library raised over $1,300,000 in private donations to pay for
the furnishings and equipment.
Building costs included:
Construction: $5,752,536
Land acquisition, demolition, and site preparation: $1,690,971
Condemnation litigation: $190,000
Testing, fees and consultants: $561,470
Total taxpayer costs: $8,194,977
The construction contract with Barker Building Company was for $5,605,000.
Actual construction cost was $5,752,536, less than 3% over budget.
