A consortium of the Hewlett, Moore, and Packard Foundations and the Goldmund Fund contributed $20 million towards the initial acquisition of 15,100 acres of salt ponds from Cargill. Four years of planning for the restoration were undertaken by the US Fish & Wildlife Service, the California Dept of Fish and Game, and the California Coastal Conservancy. The complete restoration will take up to fifty years, and will cost $1 billion.

The goals of the project are to:

Restore and enhance a mix of wetland habitats;
Provide wildlife-oriented public access and recreation;
Provide for flood management in the South Bay.
