This is the second Carnegie library in Santa Cruz (and the only one still in use as a library). The first one was constructed downtown in 1904, but the spreading population justified an additional Carnegie grant for the westside. The site, on what was then known as Garfield Avenue, was chosen in 1914. Famous architect William Weeks designed the building. Construction was completed in July 1915. Some years later the street was renamed Woodrow Avenue (in honor of late US president Woodrow Wilson).

Since 1995, this branch has operated with a special grant for youth services, which has resulted in new books aimed at young adults and a network of public-access computers for homework help.
