After over thirty years of various library associations, the people of Willoughby approached Andrew Carnegie to request funds for a permanent library structure. Carnegie agreed, and a site on Public Square was chosen. The red brick building was opened in 1909. After nearly 50 years of service, the library seemed small for the communities it served. A tax levy was passed to build two branch libraries and to expand the original library. In 1964, the expansion was completed, and the old front entrance on Euclid Avenue was closed. Thirty years later, a second expansion added on to the rear of the building.
Rumor has it that the Willoughby library is haunted by the ghost of Miss Georgia Crobaugh, the librarian from 1911 until 1951.
