Elwood is the third city to serve as county seat for Gosper county and this is the third Courthouse used here.

Daviesville, site of the first post office in the area was named county seat in 1873 but funds were never appropriated for a courthouse there. In 1882, anticipating the arrival of the railroad in Homerville, the county seat was moved to this newer town. But the railroad went through Elwood instead and after a hotly contested election in 1888 the county seat moved to Elwood. The wooden frame courthouse built in Homerville was also moved and it served until destroyed by fire in 1895.

A 1896 building served the county until the present Art Deco courthouse was constructed in 1939. Designed by McClure & Walker, the brick and stone building has typical Art-deco decorations over the windows and door. The county name is in Art Deco lettering.
