The 78th Street Community Library is the result of efforts by library advocates from the communities of Palm River, Clair-Mel and Progress Village, along with the Hillsborough County Board of County Commissioners, the Tampa-Hillsborough County Public Library Board and Hillsborough County staff. Funded by the .10 mill library property tax, this 8,000.square-foot public library offers information via print and electronic sources and leisure reading, as well as community meeting rooms.
