This two-story building houses both City Hall and the Saint Jo Police Department. A parking bay for police cars is to the southwest. When facing the building, the Police Department is on the right and City Hall is on the left.

Established in 1856, the city was originally known as Head of Elm, named for its location at the headwaters of the Elm Fork of the Trinity River. The oldest cemetery in town is Head of Elm Cemetery. Joe Howell was a surveyor who originally laid out the town and is credited as founder. Note that the address of City Hall is on Howell Street. Much of the town's business came from the nearby Red River Trading Station, a stop on the Chisholm Trail. Income from the cattle drives faded as the railroads took over. Today the population of Saint Jo is about a thousand.

Howell opposed the sale of alcoholic beverages and gained the nickname "Saint Jo." However, by 1880 there was at least one active saloon in town, the Stonewall Saloon, which has been preserved as a museum. The town went dry again during Prohibition, and did not approve alcohol sales again until 2009.
