His political beliefs lead him to defend Tejanos civil rights against prejudice from multiple groups who wanted to suppress and minimize their position in the new Republic of Texas. Navarro adapted to the times but stood up for the civil rights for those who had been living in Texas for generations before it formed its own Republic.
