The first Monterey Library was built in 1891. The present library was built in 1931 in the Classical Revival style designed by architect R. S. Bidwell. In 1971 an addition was built on the east side to house the Knox Gallery.

The main library has a central entrance which is covered by a gable roof supported by two Doric columns. The entrance is flanked by Doric piasters. On both sides of the entrance are a pair of 3 by 6 pane double hung windows.

The west side has a central brick chimney flanked by 3 by 6 pane double hung windows. Small, quarter circle windows flank the top of the chimney. On the east side is a single window and the aforementioned Knox Gallery which serves the library and an exhibition space and meeting room. The entrance to Knox Gallery matches the entrance to the library. A small addition is attached to the back of the library.
