At 14 rue Jacques Laffite is located the old fire station. An inscription on the pediment "Dépot de Pompes" and especially a decoration with the symbols of the firemen, the helmet, the axe, the bugle and the torches representing the fire.

Le Musée basque et de l'histoire de Bayonne inaugurera vendredi une exposition qui fera date : le sculpteur Nestor Basterretxea a confié une série d'œuvres, un monde à découvrir (absolument) très bientôt. L'événement prouve, s'il le fallait encore, l'importance du musée. Et renvoie à ses besoins. Le problème n'est pas nouveau : il aspire à s'étendre. Un projet en ce sens attend sa dernière impulsion.
La vice-présidente du Conseil général, Monique Larran-Lange, porte ce dossier avec une certaine impatience. Également vice-présidente du Musée basque, elle définit cette idée directrice : « Le musée doit devenir la tête d'un réseau culturel et scientifique à l'échelle des Pyrénées-Atlantiques. »
Pour définitivement s'affirmer en structure motrice, l'institution des bords de Nive doit donc se développer. Son personnel y travaille depuis de nombreuses années, avec les élus.
Et depuis 2006, le diagnostic du cabinet d'ingénierie culturelle Maîtres du rêve, définit trois priorités : « Elle fait ressortir le besoin d'un lieu convivial, d'un espace dédié aux expositions temporaires et d'une boutique plus élaborée, située à la sortie du musée », résume Monique Larran-Lange. Autre impératif : réunir le musée et ses bureaux, actuellement accueillis, par le Château neuf.
Un comité de travail planche depuis mai 2009. « C'est un travail de longue haleine. Il faut des fonds, et de l'espace. » L'espace existe, potentiellement : l'ancienne caserne des pompiers sise rue Jacque-Laffitte, propriété de la Ville. Un financement conjoint par les multiples collectivités sera possible et la conseillère générale s'enthousiasme lorsqu'elle se projette : « L'architecte des bâtiments de France a validé le projet. La façade de l'ancienne caserne a un intérêt architectural évident. C'est peut-être le début d'une véritable requalification urbaine. »
« Un lieu convivial »
L'élue voit déjà « ce bout de rue transformé en place ». Laissant libre cours à son enthousiasme, elle imagine un café en rez-de-chaussée, qui répondrait à la préconisation d'un « lieu convivial ». « L'idée est de pénétrer le quartier par ce lieu, lui imprimer cette marque culturelle. Pour moi, ce n'est pas utopique. Des choses existent, avec le Kalostrape, le musée Bonnat proche, l'université… Ce quartier a une vocation culturelle. »
La théorie a de quoi séduire. Mais les Mouettes occupent l'ancienne caserne. Soit le centre d'hébergement et de réinsertion sociale (CHRS) dédié aux femmes en détresse. Une action d'intérêt public indispensable : « Il est évident pour tout le monde que le préalable est de trouver une solution pour Les Mouettes. » Celle-ci se trouve peut-être rue Bécadine. La municipalité bayonnaise a proposé ce terrain dès 2007. Reste à financer un local pour le foyer. Qui paiera ? « Le Conseil général ne finance pas les constructions, mais le fonctionnement », indique Monique Larran-Lange, qui envoie la balle dans le camp de la mairie. « C'est à elle d'avancer sur ce dossier. »
Financement en question
Jean-René Etchegaray, premier adjoint à la culture et président du Musée basque, affirme que celle-ci « montre plus que des velléités d'aboutir, une vraie volonté ». Il salue le travail de la conseillère mais en nuance l'approche : « Il faut dire que la municipalité bayonnaise assume ses responsabilités. Elle accueille les trois CHRS de l'agglomération sur son territoire. On ne peut pas toujours demander à la Ville, dans tous les dossiers, d'assumer toutes les responsabilités indépendamment des autres acteurs ». Pour lui, « le relogement du CHRS passe par une discussion avec l'État, le Département, l'agglomération et la Ville. »

Joint financing by multiple communities will be possible, and the councilwoman is enthusiastic when she looks ahead: "The architect of the buildings of France has validated the project. The facade of the old barracks has an obvious architectural interest. This is perhaps the beginning of a real urban requalification."
"A friendly place"
The elected official already sees "this end of the street transformed into a square". Giving free rein to her enthusiasm, she imagines a café on the first floor, which would meet the recommendation of a "friendly place". "The idea is to penetrate the neighborhood through this place, to give it this cultural mark. For me, this is not utopian. Things exist, with the Kalostrape, the nearby Bonnat museum, the university... This district has a cultural vocation."
The theory has something to seduce. But the Mouettes occupy the old barracks. That is to say, the accommodation and social reintegration center (CHRS) dedicated to women in distress. An essential public interest action: "It is obvious to everyone that the first thing to do is to find a solution for Les Mouettes. This solution may be found in rue Bécadine. The Bayonne municipality proposed this land in 2007. The only thing left to do is to finance a building for the center. Who will pay? "The General Council does not finance the construction, but the operation," says Monique Larran-Lange, who puts the ball in the City Council's court. "It is up to them to move forward on this issue.
Financing in question
Jean-René Etchegaray, first deputy for culture and president of the Basque Museum, affirms that this one "shows more than a desire to succeed, a real will". He salutes the work of the councillor but qualifies the approach: "It must be said that the municipality of Bayonne assumes its responsibilities. It hosts the three CHRS of the agglomeration on its territory. We cannot always ask the city to assume all the responsibilities independently of the other actors". For him, "the rehousing of the CHRS requires discussion with the State, the Department, the agglomeration and the City."
