This Veteran's Memorial is dedicated to Admiral Raymond A. Spruance. Spruance was Commander of the 5th Fleet and chose the USS Indianapolis as his flagship. The USS Indianapolis National Memorial is further south down the canal. He was also the commander of Task Force 16 at the Battle of Midway.

The plaque and basin were dedicated on June 4th, 2002. It is a bronze plaque on a wall at the end of the Indianapolis Canal Walk. The plaque also features a image of him.
