This is part of a public art display on the campus of the Green River Community College. The ball's backdrop is a black (granite?) S shaped wall with a curtain of water running down the faces. A striking example of public art, located on a college campus. Many years ago our company was on strike, and a strike vote was taken here, that was when I first saw this ball.
