What's the Coast Guard doing in West Virginia? Three words: Senator Robert Byrd. The good Senator used his position on the Senate Appropriations Committee to send as many projects to his home state as possible, and his home state kept sending him back to the Senate to keep that patronage going.

While it's of course clear that this facility could have been located elsewhere, it's also undeniable that the work they do here does not need to be near a coast. Can't fault the good Senator for trying to take care of his constituents.
