The plaque says, "Lloyd T. Lowery was a parks designer and landscaper architect. He was a designer of the Blue Ridge Parkway which connects the Shenandoah National Park in Virginia to the Great Smoky Mountains National Park in North Carolina, and Director of San Diego County Parks from 1972 to 1862.

Mr. Lowrey directed the design and development of Heritage Park and planned this plaza to be a gathering and meeting place for the generations who will enjoy this park and heritage it preserved."
