This is a tan brick one-story building with a basement, located at 38 N. Main, just south of W. Ohio Avenue. It has a flat roof, with the main entrance slightly off-centered and consisting of a single metal/glass door with sidelights. The large window units are segmented. A five-step staircase leads to the entrance, and a handicapped ramp has been added. On the south elevation, an outside staircase leads to the basement area.

On the southeast corner of the building, a concrete cornerstone lists the federal officials in office and supervising the construction of this building in 1940. A WPA-sponsored mural hangs in the lobby.
