The Warren Public Library was organized in 1876. In 1879 the library was first opened on the ground floor of town hall. The space was soon outgrown and public subscription began for a new library building. Architect Amos P. Cutting designed the Richardsonian Romanesque style library building which was completed in 1889 and dedicated on July 4, 1890. Link

The 2½ story building is constructed of rough cut granite and brownstone blocks, which is the characteristic feature of Richardsonian Romanesque style, and a slate covered gable roof. The library has a set of steps leading up to a recessed entrance framed by a brownstone arch. To the right of the entrance is the main block which has a steeply gabled roof with a brownstone chimney on the left side. The faççade has a triple set of windows on the lowest level, an array of five rectangular windows on the upper level. Each window is topped by a smaller square window. Near the roof peak is inscribed the date of construction MDCCCLXXXIX A.D. and small circular window set in a decorative section of gray and brown checkered blocks.

To the left of the entrance is a three-story tower with a pyramidal, red tile roof. The tower has a projection set of triple windows on the lowest level, above is a set of double windows topped with a brownstone arch, and five arched openings are located below the roof.

The Warren Public Library was placed on the National Register of Historic Places in 2000. Link
