The Place:

Howard County, population about 35,000, is in west Texas. The county was created in 1876 and organized in 1882. Big Spring, the county seat, is located at the boundary between the Llano Estacado to the north and the Edwards Plateau to the south; Beals Creek (a tributary of the Colorado River) passes through the city and divides these two major physiographic regions.

The Person:

Volney Erskine Howard (October 22, 1809 – May 14, 1889) was an American lawyer, statesman, and jurist. Born in Maine to a prosperous farmer, he went to Mississippi to study and then practice law, and then moved to the Republic of Texas; after Texas became a state he was the first Texas Attorney General and later served Texas in Congress. He was then appointed attorney to the Land Commission of California and moved to that state. He later served as a District Attorney and a District Judge. He passed away in Santa Monica, California, and is buried there.
