Across the top is CITY OF GEORGETOWN. Across the bottom is SESQUICENTENNIAL. On the left side in 1848. On the right side in 1998.

Inside the circle is the outline of Texas. There is a star on the outline in the approximate location of Georgetown. There is also a large tree above the star.

I did a search for the manhole covers. Didn't find out much, but evidently there are painted ones somewhere in town as shown here.
