Hey Diddle, Diddle!
The cat and the fiddle,
The cow jumped over the moon;
The little dog laughed
To see such sport,
And the dish ran away with the spoon.

CityLine is a mixed-use development centered around apartments, hotels, shops, and dining, with a shuttle service and in proximity to DART's Red Line. Their website provides a "fact sheet" about the sculptures to be found inside CityLine, and it has a little reading about "Over the Moon:"

Huether was commissioned through Sharon Corgan Leeber of Architectural Arts Company to create artwork that reflects CityLine's goal of capturing the best of both worlds, the rural and urban landscapes, in one active-lifestyle environment. His resulting installation was inspired by the famous "Hey Diddle Diddle" nursery rhyme and the iconic Texas longhorn, which connects to the area's history and traditions. The sculpture’s falciform shape resembles the letter 'C', as in CityLine, another connection to the Richardson metropolitan neighborhood. Huether’s sculpture is approximately 25 feet tall, with the longhorn being approximately 7½ feet tall, sitting on top of the moon. The internal frame is constructed of aluminum tubing and the frame is clad in plexiglass and EPS foam with a carved moon surface design. The final finish of the sculpture is a resin coating. The piece sits atop an aluminum base and is illuminated from the exterior as well as from within with high emitting LEDs. Symbolizing the unique energy that created continues driving the project, Over the Moon is commemorated with a plaque that reads, "At CityLine, anything is possible when you spark imagination. Set lofty goals, make grand plans, then shoot for the Moon. With teamwork, innovation and commitment, your dreams will come true."
