The building was constructed in 1901/02 and is a two-storeyed, L shaped, red brick building with an elaborate semi-circular corner entrance. Verandahs exist on both levels on both street elevations, with iron balustrading on the ground floor. There is a tower on the northwestern corner which was a lookout for the observation of shipping.
