Liège, en tant que première ville à s'être opposée efficacement aux envahisseurs en 1914, est choisie en 1925 par la Fédération interalliée des anciens combattants (FIDAC) comme lieu d'édification d'un monument interallié, financé par des souscriptions publiques et privées dans les pays alliés. Sa conception est confiée à l'architecte anversois Joseph Smolderen, et les travaux qui débutent en septembre 1928 sur la colline de Cointe, s'arrêtent, inachevés, en 1935. L'édifice religieux, le premier, est béni et consacré au Sacré-Cœur en 1936. Le monument civil est inauguré le 20 juillet 1937 en présence du roi Léopold III.

In 1925 werd Luik gekozen als plaats voor de oprichting van een monument van de geallieerden, omdat Luik tijdens de Eerste Wereldoorlog voor het eerst serieus verzet had kunnen bieden aan de Duitse invasie. De bouw van het monument werd gefinancierd door openbare en private inschrijvingen uit de geallieerde landen. Naar plannen van de Antwerpse architect Jos Smolderen werd in 1928 begonnen met de werkzaamheden op de heuvel van Cointe. In 1935 werd de kerk, toegewijd aan het Allerheiligst Hart van Jezus, ingewijd. Ten onrechte wordt deze kerk door de Luikenaren wel als basiliek betiteld. De toren werd op 20 juli 1937 plechtig in gebruik genomen in aanwezigheid van koning Leopold III.

In 1925, Liège was chosen as the site for the creation of a monument to the Allies, because Liège could have offered serious resistance to the German invasion during the First World War. The construction of the monument was funded by public and private registrations from the Allied countries. According to plans by the Antwerp architect Jos Smolderen, work started on the hill of Cointe in 1928. In 1935, the Church dedicated to the Most Sacred Heart of Jesus was consecrated. The people of Liège wrongly refer to this church as a basilica. The tower was inaugurated on July 20, 1937 in the presence of King Leopold III.
