On the 30th of May 2006 the north east corner of the Harold Eastman Rose Garden Park was dedicated in remembrance to the American Veterans who serve or have served in the United States. Those honored include the US Armed Forces, The National Guard, Fire and Police organizations, Medical Responders and the community itself. The monument is a large stone with a metal plaque which reads: "Dedicated to those who serve, have served, and those always remembered. May 30, 2006". The date given is the memorial placement date.

The Harold Eastman Memorial Rose Garden Park is located in north east Hillsboro, Oregon at 620 NE Jackson School Road. There is no off-street parking, but parking is permitted on NW Jackson School Road. The park is triangular in shape and can be accessed from all three sides. The Coordinates are set at the veterans memorial. This park is open dawn to dusk.

"The Harold Eastman Rose Garden is a small park/specialty area featuring a peaceful garden of more than ninety beautiful rose bushes. The garden is named after former Hillsboro resident Harold Eastman, who was the visionary behind the creation of the garden. Unfortunately Harold passed away before the garden was completed, but it was his hard work that brought together the Tualatin Valley Rose Society, the Hillsboro Kiwanis, the Tualatin Valley Garden Club, the Hillsboro Chamber of Commerce and the City of Hillsboro Parks & Recreation Department to make the garden happen for the community. Today the park is maintained by Hillsboro Parks Maintenance, and the roses are tended to by the Tualatin Valley Rose Society (the official adopters of the park). From late spring through fall, the community can visit and enjoy the blooms of a wide variety of roses, all with labels identifying each one. The garden is still a work in progress, so there are always new things to see.This pocket-park offers places to sit along the paved path to enjoy the blooming roses and rhododendrons."
