This quote is engraved on the back of a bench at the Submarine Memorial on the Chicago Riverwalk. The memorial is just east of the Columbus Avenue entrance to the Riverwalk.
The best source information I could find says "As quoted in Historic Ship Exhibits in the United States (1969), by United States Naval History Division, United States Navy, p. 24"
