The courthouse is bi-axial in plan. Each of the four entrances leads to the central 3-story rotunda. The center is filled by an octagonal cast iron staircase and capped with a round art glass skylight below the dome.

At the center is a yellow circle with a six pointed star. From that center circle twelve lines go to the outer edge. At the end of each of the lines is a circle. Along the outer edge is a line of blue.
