Guillaume Puy
Il naquit le 29 janvier 1751 d’un père trésorier général du pape à Avignon.

Engagement politique
Il fut nommé maire d'Avignon par le représentant en mission Jean Antoine Debry le 26 mars 1795 (6 germinal an III). Le Conventionnel, député de l'Aisne, avait souhaité porter son choix sur un homme connu à Avignon pour son honorabilité. En une période troublée, celle qu'était la sortie de la Terreur, la décision de placer à la tête de la municipalité un propriétaire tranchait avec l'an II, au cours duquel artisans et hommes du peuple s'étaient distingués dans les divers organes du pouvoir local. De même, le conseil général de la commune fut laissé aux mains de notables, susceptibles de répondre au besoin d'une voie du juste milieu. Guillaume Puy paya d'ailleurs rapidement de sa personne. Le 31 mars 1795 (11 germinal an III), il lançait un emprunt de 300 000 francs remboursable au taux de 4 % en 6 mois, ce afin de pallier le manque de grain dont souffrait alors Avignon. Or, au vu de la délicate situation financière de la ville, il assura que la dette serait épongée par le biais de sa fortune personnelle, ainsi que sur celle de ses collègues qu'il avait réussi à convaincre. Guillaume Puy continua à exercer cette magistrature sous l’Empire, la Restauration, les Cent Jours et la seconde Restauration.
Ce fut Napoléon 1er qui l'appela le maire modèle. Son intégrité fut reconnue par tous et le préfet Saint-Chamans écrivit à son sujet, le 19 août 1815, à son ministre de l’Intérieur : « Il n’est et ne sera jamais l’homme du gouvernement, c’est l’homme de la ville, il ne tenait pas à Bonaparte, il ne tient pas au roi, il ne voit que le bien d’Avignon ».

La fontaine
Sur la place Guillaume Puy, située dans la rue éponyme entre la rue Louis Pasteur et la rue Notre-Dame des Sept Douleurs, se trouve une fontaine sommée du buste en bronze de Guillaume Puy. Le premier avait été exécuté par Claude-André Férigoule et inauguré le 12 août 1894. Fondu pendant la Seconde Guerre mondiale, il a été refait à l'identique et remis en place le 17 février 1989
c'est une fontaine de forme particulière (voir photo) au centre de laquelle un pilier est surmonté du buste de Guillaume Puy. Devant ce pilier on peu voir une autre statue de bronze.

Political commitment
He was appointed mayor of Avignon by the representative on mission Jean Antoine Debry on 26 March 1795 (6 germinal year III). The Conventionnel, Member of Parliament for Aisne, had wished to choose a man known in Avignon for his good repute. In a troubled period, that of the exit of Terror, the decision to place an owner at the head of the municipality was in contrast to Year II, during which craftsmen and men of the people had distinguished themselves in the various organs of local power. Similarly, the general council of the municipality was left in the hands of notables, likely to meet the need for a middle way. Guillaume Puy paid quickly with his own money. On 31 March 1795 (11 germinal year III), he launched a loan of 300,000 francs repayable at a rate of 4% in 6 months, in order to compensate for the lack of grain from which Avignon was suffering at the time. However, in view of the city's delicate financial situation, he assured that the debt would be paid off through his personal fortune, as well as that of his colleagues whom he had managed to convince. Guillaume Puy continued to exercise this magistrature under the Empire, the Restoration, the Hundred Days and the Second Restoration.
It was Napoleon I who called him the model mayor. His integrity was recognized by all and the Prefect Saint-Chamans wrote about him on 19 August 1815 to his Minister of the Interior: "He is and will never be the man of the government, he is the man of the city, he did not care about Bonaparte, he does not care about the king, he only sees the good of Avignon".

The fountain
On the Place Guillaume Puy, located in the eponymous street between rue Louis Pasteur and rue Notre-Dame des Sept Douleurs, there is a fountain named after Guillaume Puy's bronze bust. The first had been executed by Claude-André Férigoule and inaugurated on August 12, 1894. Melted during the Second World War, it was rebuilt identically and replaced on February 17, 1989
it is a fountain of particular shape (see photo) in the centre of which a pillar is surmounted by the bust of Guillaume Puy. In front of this pillar you can see another bronze statue.
