Home to the Town of Cumberland, Rhode Island Police Department and Emergency Medical Services, the John J. Partington Public Safety Complex (WM10FH1) officially opened on April 27, 2019 at 1379 Diamond Hill Road. It replaced and combined an outdated and cramped police facility directly across the street and the EMS headquarters formerly housed at the Valley Falls Fire Station on High Street.

The complex, like the [ed. former] police station across Diamond Hill Road, is named in honor of the late John Partington, former Cumberland resident and police officer and chief. Partington played a significant role in creating the country’s witness protection program in the 1960s, helping put some 400 mobsters behind bars along the way.

The 20,000-square-foot complex at 1379 Diamond Hill Road gives police and rescue personnel the high-tech modern headquarters they’ve long coveted, paid for through a taxpayer-approved bond. The complex was designed by Kaestle Boos Architects and built by Calson Corp.

This single-story building is clad in red brick along the street-facing elevation and employs many windows to let in natural light. The majority of the facility is dedicated to the Cumberland Police and the northwest quarter to the EMS. Public entry to the EMS is through a glass door to the right of its garage bay. It is labeled with a round blue and white decal that reads "CUMBERLAND EMERGENCY MEDICAL SERVICES" along the circumference and surrounds a simplified version of the town seal.

Cumberland Emergency Medical Services (CEMS) is a municipal (Town) department which is the primary provider of EMS to the Town of Cumberland. The department deploys two transporting Paramedic advanced life support (ALS) level units 24 hours a day, 7 days a week and when staffing allows, deploys a third impact unit based on call volume. The Department also operates a non-transport Paramedic asset most weekdays. In the calendar year 2017-2018, the Department responded to 3,915 calls, as of May 29th, this fiscal year the Department has responded to 3,612 calls. These numbers do not account for EMS mutual responses into the Town. The Cumberland Fire District (CFD), licensed as a basic life support non-transporting ambulance service, plays an integral role in the Town’s EMS system. The CFD serves as a first responder agency co-responding to all calls for EMS service throughout the Town.

All CEMS providers are Paramedic level EMS practitioners. Current [2019] Department staffing includes a Chief, a Deputy Chief, two Paramedic Captains, six Paramedic Lieutenants, seven Paramedics, four per-diem Paramedics and an administrative clerk. The Department has two physician Associate Medical Directors who take an active role in the medical leadership of the Department.
