Frank Willard Ballard, internationally-renowned puppeteer, joined the faculty of he University of Connecticut in 1956 in the Department of Speech and Drama as the Set Designer and Technical Director of the Harriet S. Jorgensen Theater. When his department merged with the School of Art and Music to form the School of fine Arts, Ballard added puppetry to the University of Connecticut’s curriculum offerings.

During his life, Ballard collected over 2,500 puppets as well as books, manuscripts, posters, drawings, audio-visual materials, and photographs about the history of puppetry. In 1987 the University of Connecticut Puppet Arts alumni and other community supporters created the Puppet Preservation Committee to maintain and preserve the puppets Frank Ballard had designed. The Committee created the National Institute and Museum of Puppetry which was renamed in 1992 as the Ballard Institute and Museum of Puppetry. In March 2014, the Ballard Institute moved to its present location at 1 Royce Circle.

Museum of Puppetry preserves and displays the collection of Frank Ballard, who died in 2010. The collection has over 2,500 puppets from around the world including marionettes, glove puppets, rod puppets, shadow puppets, body puppets, and stage materials. Also in the collection is the Puppeteers of America’s Audio-Visual Collection, which is the largest media collection on puppetry in the United States. The institute also offers workshops, forums, films, performances, and other events to promote the art of puppetry.
