He was born on October 20, 1844 in Springport, NY and died on September 3, 1916 in Bath, NY. He attained the rank of Brevet Captain in the Union Army. His Medal of Honor information and citation is: WINEGAR, WILLIAM W.

• Place and date: At Five Forks, Va., 1 April 1865
• Date of issue: 3 May 1865
Citation: While advancing in front of his company and alone, he found himself surrounded by the enemy. He accosted a nearby enemy flag-bearer demanding the surrender of the group. His effective firing of one shot so demoralized the unit that it surrendered with flag.
