He was born on September 12, 1830 in Fort Monroe, VA and died on January 18, 1915 in Washington D.C. He attained the rank of Brevet Brigadier General in the Union Army. His Medal of Honor information and citation is: TOMPKINS, CHARLES H.

• Place and date: At Fairfax, Va., 1 June 1861
• Entered service at: Brooklyn, N.Y.
• Date of issue: 13 November 1893
Citation: Twice charged through the enemy's lines and, taking a carbine from an enlisted man, shot the enemy's captain.
